Quick guide to password protection for contract notices

The latest update always includes previous updates.
It will be sufficient if you install the latest update:

It might be possible that your Internet access is protected too much to download exe files without administrative rights. In this case, you need to ask your IT department to download and install the update because the installation requires administrative rights as well as the full version.

If you have administrative rights on your computer, you can also install the software yourself.
For this purpose, save the file on your local hard disk, eg directly on the desktop.
Once you have downloaded the file completely, start it by a double-click in order to implement the update installation.

It is not sufficient enough to download the file simply and to save it in the HAD directory or anywhere on your hard disk!

• Bug fixing (applies only to EU-wide service contracts with service category 2):
  • The software does not check the service category correctly, if you select the category 2 from the list
    That is to say, if you want to publish an EU-wide service contract with service category 2, you must install this update.

If you have already installed the version 3.4.0.24, 3.4.0.25 or 3.4.0.26 or 3.4.0.28, you don't have to install this update mandatorily, but only if you want to fix the bug.

• Bug fixing (only concerns utilities):
  • Contract award notice - utilities (services) could not be send because information on sending were missing in the software, although details on forwarding to the EU were entered.
    The bug is fixed in this version.

If you have already installed the version 3.4.0.24, 3.4.0.25 or 3.4.0.26 you don't have to install this update mandatorily, but only if you want to fix the bug.

• Bug fixing :
  • Within the addresslist of tenderers who have already downloaded your tender documents, you may schedule that e-mail addresses will be copied as a list to the clipboard, if your mail-client can't make use of the committed e-mail addresses.
    In your mail client, you can delete the bcc field then and paste the e-mail addresses with <Strg>-<V> from the clipboard there again.

If you have already installed the version 3.4.0.24 or 3.4.0.25 you don't have to install this update mandatorily, but only if you want to fix the bug.

• Bug fixing :
  • The printout version of the single tender action with participation competition VOL/A displays item c) twice
    nevertheless tender notices on the web server of the HAD are displayed correctly
  • When creating a service contract award VOL/A concerning an open, restricted or negotiated procedure service contract award VOL/A, it might be possible that in section II.1.2) the question if the categories 17 to 27 shall be published is negated and thereby the field containing the forwarding to bund.de on the tabsheet is blanked out without entering a as well.
    When checking the notice in order to send it, an error about missing forwarding data is displayed.
    If you change the answer to the question whether you want to publish the notice with the category 17 to 27 in version 3.4.0.24 of the Acquisition Software in subparagraph II.1.2) from to and back, the bug will be fixed.
  • On the tabsheet containing the addresslist for tenderers who have already downloaded your tender documents, you can change name and e-mail address, if you have problems with your mailclient.

• The EU standard forms of the HAD were adapted to the XML schema files for eSender.
  • Substantive review of
    • Phone and fax numbers
    • E-mail addresses
    • Publication numbers from the Official Journal
    • Service category
  • Adaption of the input fields to the EU pattern
• Extension of the NUTS code list on all European Member States(only DE??? was included before)
• The addresses in the notice dialogue can be entered directly now and have not to be selected from an address list.
• You can work on the address list freely and delete any address.
• Forwarding details of the notice (to EU, bund.de) you can find now on a further tabsheet in order to verify this information even after forwarding this notice.
• The notice pattern for the Federal Stimulus Package was removed :
• Awarded contracts
• Call for expressions of interest "informal participation contest before restricted tenders and single tender actions"
• Notice patterns of utilities according to VOL and VOB were removed because the Hessian Ministery of Economy, Traffic and Regional Developement has decided to allow only call for expressions of interest "informal participation contest below European thresholds"for it.
• From 01 July 2012 notice can be sent to the EU only with this version of the software.

This update contains the notivce patterns for awarded contracts according to §19 (2) VOL/A and §20 (3) VOB/A , which have to be applied because of the new procurement decree of 29.12.2011 (valid from 01.01.2012).
