Since November 2007, all national tender notices have to be published on the HAD.
Legal basis is the Common Circular Decree "Public Procurement" of the State of Hesse. This obligation applies to regional entities and local communities and other beneficiaries in Hesse. Thereby, the HAD has become the central platform for tender notices in Hesse.
Europe-wide procurement procedures may be published on the HAD as well. A service of the HAD forwards the notices to TED.
